On the declaration of amnesty

On May 28th, 2009, during the visit to the Memorial dedicated to Sardarapat battle in connection to the 91st  anniversary of the 1st Republic of Armenia, President of the Republic of Armenia Serzh Sargsyan, answering journalists questions, mentioned – “...I call upon political forces, public figures, Public Counsel to submit their proposals on the necessity and conditions of the amnesty to the presidential administration...”.

As the Human Rights Defender of the Republic of Armenia systematically analyzing the human rights’ issues and being aware of the problems that worry the public, I consider that from the point of view of improvement of the atmosphere of public peacefulness and tolerance today the necessity of calling a new amnesty has matured. Thus, I suggest to President of the Republic of Armenia to come up with the initiative of amnesty and call upon political forces, public figures and Public Counsel to use this exceptional opportunity and also request President of the Republic of Armenia to appeal to the National Assembly to declare amnesty.
