From 4 to 6 of November, the Human Rights Defender Arman Tatoyan participated in the high-level conference dedicated to the 30th anniversary of the European Committee on Prevention of Torture in Strasburg.
Discussions were also held with the participation of representatives of National Preventive Mechanism of Council of Europe member states as well as with the participation of NGOs.
In his speech, the Human Rights Defender spoke about the protection of the rights of arrestees in places of deprivation of liberty of Armenia.
“Deprivation of liberty starts from the moment from the very first moment when the person has to stay with the police or has to follow the will of the police officer, despite the fact what is the procedure, whether this is administrative, criminal, disciplinary, etc.
All the separations are artificial (apprehending, inviting to police, arresting, etc).
For a person in such situation, all guarantees should be applicable equally, such as informing about the reasons of deprivation of liberty, right to legal aid, medical care and etc.
