On April 23, in cooperation with the Human Rights
Defender of the Republic of Armenia, Ms. Anahit Manasyan and the Standing
Committee on Human Rights Protection and Public Affairs of the National Assembly,
a discussion was held in the National Assembly on the regulation of relations
related to public noise.
The discussion was attended by NA deputies, lecturers of
the Faculty of Law of Yerevan State University, staff members of the HRDO, and
the NA personnel.
Draft regulations were presented, in relation to which
the parties submitted observations and recommendations.
The Defender noted in her speech that this discussion is
a continuation of the parliamentary hearings on the topic “Public Noise as an
Obstacle to the Observance of the Rules of Coexistence, Current Legal
Regulations: Legislative Solutions” held on March 21.
“Although the issue of unacceptable noise levels is not
often discussed from the human rights perspective, it has a direct impact on
fundamental human rights, both in terms of the right to health protection, as
well as in terms of inviolability of private life and ill-treatment. I reaffirm
that it is necessary to have comprehensive legislation in this area, which will
completely transform the sector,” said the Defender.
The Defender emphasized the importance of joint efforts
in this direction to achieve effective results.
