On November 5-6, 2025, representatives of the Human Rights Defender's Office participated in the discussion of the National Platform on Democratic Oversight of the Security Sector, entitled "Progress and Challenges in the Ongoing Security Sector Reforms". 
The purpose of the meeting was to foster dialogue among key stakeholders involved in the governance and oversight of the security sector, with a view to ensuring the continuity of ongoing reforms, strengthening democratic oversight mechanisms, and upholding a high level of human rights protection within the defense and law enforcement sectors.
The meeting brought together representatives of state administrative bodies, law enforcement authorities, parliamentary committees, international organizations, and civil society.
Mr. Aram Minasyan, Head of the Department for the Protection of Rights in the Criminal Justice and in the Armed Forces of the Human Rights Defender’s Office of the Republic of Armenia, and Ms. Vanuhi Karapetyan, Head of the Division for the Protection of the Rights of Servicemen and their Families, delivered keynote speeches at the event.
The observations of the Human Rights Defender's Office regarding defense sector reforms, the protection of the social and economic rights of servicemen, as well as the institutional strengthening of the human rights protection system in the armed forces were presented.
Reference was made to ensuring human rights protection in the course of the ongoing reforms of the police and law enforcement bodies, the need to improve the culture of professional ethics and integrity, as well as effective mechanisms for the prevention and control of corruption.
During the speeches, emphasis was placed on the importance of the issues repeatedly raised by the Human Rights Defender, in particular:
•ensuring guarantees for the protection of human rights in the armed forces and law enforcement bodies,
•the full realization of the principles of human dignity and lawful treatment within the criminal justice system,
•as well as the necessity to strengthen transparency, accountability, and public trust in state bodies.
The event was organized by the National Assembly of the Republic of Armenia, in cooperation with the “Peace Dialogue” NGO, the Geneva Centre for Security Sector Governance (DCAF), and the Organization for Security and Co-operation in Europe (OSCE), with the financial support of the Governments of France and Germany.
