The
Human Rights Defender of the Republic of Armenia, Ms. Anahit Manasyan, has
published an ad hoc report entitled “Certain problems related to ensuring
accessibility principles for persons with disabilities in the process of
construction, reconstruction and major renovation of educational institutions

In
order to identify the above-mentioned problems and submit recommendations aimed
at their resolution, the Human Rights Defender's Office conducted monitoring
visits, studied project documents, and implemented other measures within the
framework of its mandate.
The
monitoring visits were conducted with the participation of the Human Rights
Defender's expert in architecture and design, who is familiar with the
principles of universal design, as well as representatives of NGOs engaged in
the protection of the rights of persons with disabilities, including members of
the Council on the Protection of the Rights of Persons with Disabilities
adjunct the Human Rights Defender and persons with disabilities.
For
monitoring purposes, educational institutions with the status of ‘constructed,’
‘renovated,’ or ‘reconstructed’ and ‘completed,’ included in the list approved by
Appendix 1 to the RA Government Decision No. 2093-N of November 30, 2023,
entitled ‘On approving the list of schools included in the Government of the
Republic of Armenia program “300 schools to be built, renovated or
reconstructed by 2026” and establishing criteria for selecting the level of
intervention for construction, reconstruction or renovation of the listed
schools,’ were selected.
Within
the framework of the report, reference is made to the identification of
specific issues related to ensuring accessibility principles for persons with
disabilities in the process of construction, reconstruction and major
renovation of educational institutions, as well as to the presentation of
recommendations aimed at addressing those issues.
