A
citizen of the Republic of Armenia applied to the Human Rights Defender,
informing that their family has been registered in the Family Vulnerability
Assessment System since 1994 (the vulnerability score of 31.44 - three minor
children and pensioner parents are under their care). However, the family had
not been informed about the opportunities for free and preferential medical
care guaranteed by the state and paid for medical services.
Through
the intervention of the Human Rights Defender and cooperation with the
competent authority, the issue raised was resolved and the amount previously
paid for medical care was fully reimbursed to the citizen.
The
citizen informed the Human Rights Defender that they had been transferred from
a regional medical institution to a relevant medical center in the capital,
where they were diagnosed with an acute cerebrovascular disorder of hemorrhagic
type.
According
to the applicant, the relatives made the required payment at the medical
center, after which they underwent surgery. Before being transferred to the
appropriate medical center in the capital, the applicant received primary
medical care at the medical center in the region. According to the citizen, at
any of the medical centers, they did not receive verbal or written information
about the opportunities, volumes, rights and mechanisms for accessing free and
preferential medical care and services guaranteed by the state. The relatives
being in a state of emotional distress, the relatives did not inform the
medical institutions of the family’s registration in the Family Vulnerability
Assessment System.
In
order to obtain clarifications regarding the issue mentioned in the
application, the Human Rights Defender’s Office applied to the Ministry of
Health of the Republic of Armenia. In response, the Human Rights Defender’s
Office was informed that the raised issue had been studied by the Ministry of
Health, and they had taken appropriate action.
As a
result, with the Human Rights Defender's intervention and cooperation with the competent
authority, the issue raised by the citizen was resolved, and the amount paid in
advance for medical care and services was reimbursed.
The
Human Defender’s representative communicated this information to the citizen
and provided guidance to apply to the relevant medical center to fill out the
necessary application and submit the required documents.
During
the examination of the complaint, the citizen, through an additional
application addressed to the Human Rights Defender, informed that the issue
raised had been resolved with the Defender’s support and that the amount
previously paid for medical care and services had been reimbursed.
