The
Human Rights Defender of the Republic of Armenia has repeatedly referred the
issue of accessibility of medical care and services, recommending the
development and implementation of a comprehensive policy aimed at reducing
inequalities in the healthcare sector and ensuring access to healthcare
services regardless of social status.
From
this perspective, the introduction of the universal health insurance system is
an important progress, as it plays a key role in guaranteeing the right to the
protection of health care.
Nevertheless,
following the introduction of the universal health insurance system, the Human
Rights Defender’s Office has regularly received alerts indicating that the
operation of the system has led to situations in which medical care and
services are frequently provided by healthcare professionals in excess of the
maximum working hours established by labour legislation (often without rest
breaks), while their right to fair and adequate remuneration is not ensured.
While
emphasizing the importance of the efforts undertaken by the state towards the
introduction of universal health insurance, the Defender underlines that the
competent state bodies must take continuous steps to ensure the proper
protection of the labour rights of healthcare professionals, and that their
voices must be heard.
All
issues related to the full guarantee and unhindered exercise of the labour
rights of healthcare professionals remain under the direct attention of the
Human Rights Defender of the Republic of Armenia. Consistent work will be
carried out to address the issues raised.
