On April 22, the Human Rights Defender of the Republic of
Armenia, Ms. Anahit Manasyan, visited the “Avan” Mental Health Center.
The purpose of the visit was to assess the implementation
of the rights of the beneficiaries of the institution, the condition of the
building, the services provided, and the working conditions.
Ms. Anahit Manasyan, accompanied by the Director of the
Center, Ara Yeremyan, and members of the HRDO staff, toured the departments and
spoke with the employees and patients.
The procedures for physical restraint rooms and the
measures used in the departments were studied in detail. The poor state of the
building conditions noted during previous monitoring visits, carried out within
the framework of the Human Rights Defender's role as a national preventive
mechanism, has been partially addressed. Specifically, some departments have
been renovated and furnished with the necessary equipment.
In this context, the Defender welcomes the state's
commitment to improving the building conditions of the institution and
particularly emphasizes the continuity of the state's efforts to complete the
full renovation work as soon as possible.
The Defender also visited the children's department of
the center, speaking with the children and their parents who are receiving
psychiatric care and services.
The Human Rights Defender places significant importance
on issues related to ensuring proper working conditions in psychiatric
institutions.
Matters concerning the right to health remain a priority
for the Defender.
