On July 16, the Human Rights Defender of the Republic of
Armenia, Ms. Anahit Manasyan, and the Public Defender of Rights of the Slovak
Republic JUDr. Róbert Dobrovodský, visited the “Abovyan” Penitentiary
Institution of the Ministry of Justice of the Republic of Armenia.
The visit was also attended by the Head of the
Penitentiary Service, Ms. Tsovinar Tadevosyan, representatives of the ombudsman
institutions of the two countries, the Ministry of Justice, and the
Penitentiary Service.
Ms. Anahit Manasyan and JUDr. Róbert Dobrovodský,
accompanied by the Head of the Penitentiary Service Ms. Tsovinar Tadevosyan and
the Head of the “Abovyan” Penitentiary Institution Ms. Heghine Martirosyan,
toured the facility and examined the conditions of detention of women and
minors deprived of their liberty and issues related to ensuring their rights.
The Public Defender of Rights of the Slovak Republic was
presented the methodology for implementing the Human Rights Defender’s
recommendations in the penitentiary institution, the possibility of unhindered
24/7 telephone communication between the Human Rights Defender’s staff and
individuals deprived of their liberty, mechanisms for submitting anonymous
reports, and other tools.
Then the Public Defender of Rights of the Slovak Republic
JUDr. Róbert Dobrovodský and the representatives of the Human Rights Defender’s
Office visited the Detention Center of the Duty Service Department of the
General Department of Community Policing of the Ministry of Internal Affairs in
Yerevan.
Accompanied by representatives of the Ministry of
Internal Affairs and the administration of the detention facility, a tour was
conducted, during which the Slovak Ombudsman familiarized himself with the
detention conditions, access to the outside world, provision of medical
services, and the realization of other rights of detainees.
The Human Rights Defender attaches importance to the
expansion of international cooperation with partners and the deepening of
partnership, including the organization of mutual visits, exchange of
experience and the implementation of joint initiatives in thematic areas.
