During
the 2025 summer conscription, the Human Rights Defender's Office of the
Republic of Armenia received 123 written and oral complaints from conscripts,
their relatives and legal representatives.

complaints were examined through written procedures, 12 were addressed through
prompt action, and the Human Rights Defender Office provided consultations to
facilitate the resolution of issues raised by an additional 70 individuals.
During
the 2025 summer conscription, the majority of complaints were also related to
disagreements with the conclusions of medical commissions and their appeals, as
well as requests for repeated or additional examinations. In addition, citizens
also applied to the Defender seeking deferment from military service on the
basis of significant achievements in education, science, and sports, to undergo
alternative service, issuance of medical documents, and other related matters.
During
the summer conscription, the Defender's staff continued to address
conscription-related issues across several directions, following a clear and
structured methodology, in particular:
▪️Complaints
were examined and reviewed as quickly as possible, after which official
correspondences were addressed to the competent state bodies with requests for
clarifications and specific recommendations.
▪️
Within the framework of rapid response measures, discussions were initiated
with military commissariats, the Ministry of Defense, the Ministry of
Education, Science, Culture and Sports, relevant subdivisions, as well as
healthcare organizations.
▪️
Regular consultations were conducted with the Central Medical Commission on
matters concerning conscripts’ examinations, repeated and additional
examinations, and other related issues.
It is
important to note that the effectiveness of work on individual cases, as well
as the number of positive outcomes, continues to increase.
At
the same time, it should be noted that there are a number of sectoral issues,
including systemic ones, where joint work and the prompt introduction of
resolution mechanisms can contribute to the proper guarantee of human rights in
the conscription process.
In
this regard, the Defender has submitted specific recommendations to the
competent state authorities, and these matters have been comprehensively
addressed in the Annual Report.
