“October 10 is celebrated worldwide as World Mental
Health Day.
This day serves as a call to unite the efforts of the
state, society and the professional community to protect the rights of persons
with mental health problems.
As the Human Rights Defender, I constantly emphasize that
the protection of the rights of persons with mental health problems should be
based on the principles of equality, individual approach, exclusion of
discrimination and respect for human dignity.
The results of the monitoring show that there are
numerous problems in terms of guaranteeing the rights of persons with mental
health problems. These problems, inter alia, relate to the provision of
adequate psychiatric care and services, the lack of community-based services
and the lack of support mechanisms in the decision-making process, etc.
It should be emphasized that in order to identify
existing problems in the field of protection of the rights of persons with
mental health problems and develop effective mechanisms for their resolution,
the Defender conducts daily monitoring activities and unannounced visits,
including to various institutions providing psychiatric assistance and services
as well as care and protection.
The problems identified as a result of the Defender's
activities are thoroughly studied and summarized, and the proposed solutions
are presented to the relevant state bodies. All the problems and
recommendations recorded are also reflected in the annual and ad hoc reports of
the Human Rights Defender.
Only through joint efforts it is possible to build a
society where the full protection of the rights of persons with mental health
problems will be guaranteed, and discrimination against them will be excluded.”
