On
October 19, the Human Rights Defender of Armenia Ms. Anahit Manasyan
participated in the event dedicated to the 106 th
anniversary of the establishment of the Penitentiary Service of the Ministry of
Justice of the Republic of Armenia and the Day of the Penitentiary
Serviceperson.
The
Defender delivered a congratulatory speech, emphasizing the important role of
the penitentiary system in addressing various human rights-related issues.
"I
heartily congratulate the Penitentiary Service of the Ministry of Justice of
the Republic of Armenia on the 106th anniversary of its establishment and wish
it a dignified, effective, professional and rights-based service. If
implemented at the proper level, this service is a real mission that can have a
pivotal impact on people's destinies.
Although
our communication mainly takes place in the context of the registration of
problems by the Human Rights Defender, I would like to specifically emphasize
that a partnership and constructive relationship has been established with the
Penitentiary Service. Both the Ministry of Justice and the Penitentiary Service
demonstrate a constructive approach in addressing the problems recorded by us
and organizing work towards their resolution.
This
system needs substantive reforms that meet modern standards, and must be
implemented with the logic that it is not possible to build a new system with
old approaches," said Anahit Manasyan.
Concluding
her speech, the Defender wished the penitentiary employees an efficient,
productive, highly professional and dignified service.
The
event was attended by the leadership and representatives of the Ministry of
Justice, the Penitentiary Service, other state bodies, the Human Rights
Defender's Office, and the academic community.
Subsequently,
the Defender Ms. Anahit Manasyan attended the award ceremony for Penitentiary
Servicepersons.
A
conference on the topic "Penitentiary System: Reforms and Challenges"
was also held within the framework of the event.
