On
October 20, the Office of the Human Rights Defender received information,
through ongoing monitoring of mass media and social networks, indicating that
the situation in front of Gyumri City Hall remains highly tense.
Reports
have circulated alleging that disproportionate force was used against citizens
and that several individuals were taken to the Police Department.
Under
the instructions of the Human Rights Defender, a representative of the Shirak
regional unit is currently visiting the relevant Police Department to assess
firsthand the situation regarding the protection of the rights of those
deprived of liberty.
In
addition, monitoring has revealed that, due to the situation, the normal
operation of several kindergartens in the community has been disrupted, which
has affected children’s right to pre-school education.
The
Defender once again emphasizes that in this and any other process, the
principle of the best interests of the child must be strictly upheld.
The
Human Rights Defender is currently reviewing all available information to
provide an appropriate response within the scope of her mandate.
