A
discussion titled “Possible Mechanisms for the Realization of the Rights of
Persons Residing in Round-the-Clock Specialized Care Institutions” was held at
the Human Rights Defender's Office of the Republic of Armenia.
The
discussion was attended by representatives of the Ministry of Health of the
Republic of Armenia, the Ministry of Labor and Social Affairs of the Republic
of Armenia and other state bodies, psychiatric organizations, round-the-clock
specialized care institutions, international organizations, and NGOs.
Ms.
Laura Gasparyan, Head of the Department for the Prevention of Torture and
Ill-Treatment and Coordinator of the Implementation of the National Preventive
Mechanism of the Human Rights Defender’s Office, welcomed the guests and
highlighted the importance of holding a discussion in this format with the
participation of various public actors and emphasized that the protection of
the rights of persons held in round-the-clock specialized care institutions is
one of the important directions of the Human Rights Defender's activity and the
problems are under the direct attention of the Human Rights Defender.
During
the discussion, a number of issues related to the freedom of movement in
psychiatric institutions, as well as the realization of the rights to
employment, labor and education, were presented.
